5-year strategies to promote and facilitate the use of the Welsh language
The Welsh Language Standards Regulations (No1) place a duty on all Local Authorities and National Parks in Wales to prepare a 5-year strategy that explains how they intend to promote the Welsh language and promote its use more widely within their areas.
The strategies must include targets for increasing the number of Welsh speakers by the end of the strategy period, and a statement that explains how the organisation intends to reach that target.

Reviewing the strategies
Organisations must also review the strategy after the 5 year period and publish a report and a revised version of the strategy.

Good practice
- Isle of Anglesey County Council has worked in partnership with key stakeholders to develop an effective strategy to promote the Welsh language on the island.
- Cardiff Council’s aim for its first 5-year Promotion Strategy, was to pay particular attention to internal and external consultation methods used by the Council.
- When preparing a Promotion Strategy, Carmarthenshire Council acknowledged the importance of all the activities taking place at local level that were contributing to the increase in the use of the language and in the confidence of Welsh speakers across the county.
