This form is recommended on the basis of evidence of usage, despite it not being the form recommended in A Gazetteer of Welsh Place-Names (University of Wales Press, 1967).
When a name contains the name of another area, settlement or prominent geographical feature, the name of the area, settlement or prominent geographical feature should be capitalised.
