Every year, the Commissioner publishes a report that gives the Commissioner's view on how organisations are implementing their language duties, and considers the experiences of users of Welsh language services.
- The Commissioner wants organisations to use the report as a basis for improving how they operate. They are encouraged to do so by comparing their own performance against the trends identified in the report.

The report is based on evidence, including:
- monitoring work: user experience surveys, consulting annual reports and records, and thematic reviews.
- engaging with users: holding various events across Wales to hear about people’s experiences of using Welsh language services.
- organisation engagement: conducting meetings and workshops.
